RUSSIA — A WELFARE STATE: CRITIQUE OF PURE REASON

The article is devoted to the research of the content of the state’s responsibility for the welfare of its citizens, in particular in the sphere mortgage credit lending. The author in detail scrutinizes the existing system of the mortgage lending, the fulfillment of the national project «Affordable and comfortable housing» and suggests measures of increasing social security of citizens by virtue of state interest-free loans for the acquisition of housing.
