Abstract: 

Today learning of monarchical practice becomes more actual. But our science has a traditional view on this theme. So, it steps away from the monarchy and touches attention on the monarchy as the government where the power transfers by the right of succession. From the other hand there are no any works that research untypical monarchies existing as autonomia. The author tries to make psychological tools as legal ones that will be useful for our multinational state. In any case, as the author considers, these intentions to make good governance will be interesting for the Russian scientists and foreign ones.
