Abstract: 

In the light of specific features of the legal regulation of the service in internal affairs bodies the authors propose their own definition of the concept of certification of the internal affairs staff. They point out the necessity of certification when an employee of internal affairs bodies was excluded from the staff reserve for improper performance of his duties; of ensuring the unified requirements for the procedure of enrollment and expulsion from the staff reserve; of specifying the term of certification for a previously seconded employee of internal affairs bodies arrived at the place of permanent service upon the expiration of the term of secondment; of ensuring the coherence of laws on certain measures to encourage employees of internal affairs bodies; of presenting a psychologist’s conclusion to a meeting of the certification commission, which would help assess comprehensively the personal characteristics of a certified employee.
