The author claims that reforming of the Russian legislation on legal entities and developing research on legal entities in public law led to the need to re-think the issues of their establishment. Basing on the analysis of theory, judicial practice and the Soviet and current legislation he investigates the ways of establishing legal entities and proposes their classification.
