THE SUBJECTS OF IMMUNITY RATIONE PERSONAE IN INTERNATIONAL LAW

The article examines two basic approaches to the scope of immunity ratione personae: a stricter and a broader interpretation. According to the first heads of state, heads of government and ministers for foreign affairs (so-called «troika») enjoy immunity ratione personae. A broader interpretation of immunity ratione personae would allow including in its scope other senior state officials (ministers of defence, etc.). It is necessary to identify criteria to establish those officials who enjoy immunity in order to develop international law.
