CRATONORM: IDEA AND EXPLANATION OF THE PHENOMENON

On the basis of the early works on the essence and content of public law the author formulates the concept of cratological norm (cratonorm) as an obligatory rule originating from the official public law institutions and agencies. The article defines and describes the main functions and characteristics of the cratonorm. The author shows social value of the cratonorm doctrine in view of the fact that public law functions in all spheres of social life.
