Abstract: 

The author investigates separate provisions of three federal laws, which have been regulating the organization and functioning of local government in the Russian Federation for the last 25 years. He examines in detail certain provisions of the federal laws, establishing the principle of local selfgovernment, its territorial basis, the content of the economic foundations of local self-government, etc. Changes in legal regulation of local self-government allow us to understand, why the current legal framework of local self-government is imperfect, and to identify ways of further development of legislation on local self-government. The methodological framework of the study includes a complex of specially scientific and general scientific cognition methods (formal-legal, analytical, systemic methods, analysis, synthesis, comparison, etc.). The result of the research is a conclusion that a legal and real capacity of the population and of local authorities to regulate a significant part of the public affairs and to manage it as a basis of local government currently evolved into rigid normative regulation of local issues, structure of local authorities with a reduction of economic potential and capacities of municipal authorities to develop the territory with regard to historical, cultural and other traditions.
