Abstract: 

The article is devoted to the study of the international legal regime of non-proliferation of nuclear weapons and the place of the Budapest Memorandum in it. The aim of the work is to demonstrate the significance of the Budapest Memorandum as an international treaty containing effective guarantees of nuclear safety. The authors set the following tasks: to investigate the views of scientists on the characteristics and the role of the Memorandum in ensuring nuclear safety; to formulate a definition of the international legal regime of the non-proliferation of nuclear weapons, which would help to establish correlation of mentioned notion with the international regime of non- proliferation of nuclear weapons; to identify the structure of the international legal regime of non- proliferation of nuclear weapons; to establish the compliance of the Memorandum with the features of the international treaty and to determine the place of the Memorandum in the international legal regime of non-proliferation of nuclear weapons; to study the problems of compliance with the provisions of the Budapest Memorandum a er 2014. The results of the study, consisting in positioning of the Memorandum as an international treaty of key importance for the international legal regime of non-proliferation of nuclear weapons, are achieved through the system-structural analysis, the peer analysis method and the historical method. e conclusions of the article, which represent recommendations for maintaining the effectiveness of the safeguards contained in the Memorandum, may be applicable for improving the mechanism of ensuring international security.
