The basic Council of Europe conventions in the field of culture, their aims and the implementation of single European cultural policy are reviewed. It is concluded that the Council of Europe conventions are related solely to one direction of cultural policy – the preservation of Europe’s cultural heritage. Their common shortcoming is a lack of clear definitions of both the cultural policy and the object of the Convention.
