Abstract: 

The article analyses the legislation on administrative offenses of the CIS member states. Particular attention is paid to the stages, participants, and procedural time limits for proceedings on administrative offenses. It is summarized that the administrative and tort law of the CIS member states is characterized by a variety of sources. The author shows that, in some cases, the norms concerning the proceedings on administrative offense are concentrated in a separate codified act; in other cases, they are contained in a separate procedural and executive section of the сodes on administrative offenses.
