Abstract: 

The authors discuss the expediency and permissibility of criminalizing non-payment of a monetary penalty by a person released from criminal liability with the imposition of a court fine within the time limits set by the court. They argue that it is impossible to introduce measures to ensure the implementation of a court fine.
