Abstract: 

The article analyses the ideas of Condorcet, Kant, Hegel, and other representatives of the linear theory of social development about social progress as an objective, natural process of bringing humanity closer to the ideal world order. The advantages and disadvantages of this theory, the causes of the crisis of the idea of progressive legal development of mankind are investigated. The prerequisites and key provisions of the author’s concept of two lines of social progress – legal and political – are formulated.
