THE ROLE OF TERRITORIAL COMPULSORY MEDICAL INSURANCE FUNDS IN THE DISTRIBUTION OF COMPULSORY MEDICAL INSURANCE FUNDS

The article is devoted to the role of territorial compulsory medical insurance funds in the mechanism of distribution of funds of the compulsory medical insurance system for the provision of free medical care to insured persons. The author mentions that territorial compulsory medical insurance funds are isolated from the Federal Compulsory Medical Insurance Fund, but at the same time they duplicate some powers of this subject. It is revealed that the main part of funds of the compulsory medical insurance system is remitted to territorial compulsory medical insurance funds through the subventions from the budget of the Federal Compulsory Medical Insurance Fund for the purpose of financial provision of expenditure obligations of the Russian Federation subjects and Baikonur city, which arise in the implementation of their transferred powers in the sphere of compulsory medical insurance. The author shows that most of the budgets of territorial compulsory medical insurance funds depend entirely on the volumes of inter-budget transfers provided to them by the Federal Compulsory Medical Insurance Fund. She also reveals that the costs for the performance of functions by the apparatuses and payments to the personnel of territorial compulsory medical insurance funds in 2021 are 19 times higher than the costs for the maintenance of the Federal Compulsory Medical Insurance Fund. The author concludes that it is necessary to revise the role of territorial compulsory medical insurance funds in the mechanism of the compulsory medical insurance system and, thereby, to amend the Federal Law «On Compulsory Medical Insurance».
