Abstract: 

The author compares the Western model of research organization (a university as a center of basic scientific research) and the Russian model of research organization in which two sectors (universities and institutes of the Academy of Sciences) were historically developed. It is proposed to borrow from the Western model not the structure but the advanced principles of the organization of scientific activities, first of all the principles of network science. The article analyses the provisions of Russian legislation concerning world-class scientific and educational centers. The legal model of relations regarding the establishment and operation of such centers has no analogues in Russian legislation. The definition of a world-class scientific and educational center is given according to the classification of forms of research regulation (economic, financial, legal ones). It is concluded that a world-class scientific and educational center is a form of organizing scientific activities based on the principles of network science, taking into account the historical features of Russian research activities.
