Abstract: 

Conservative tendencies, which are traced in the sectoral regulation of public administration, have played a positive role in the stabilization and development of many social relations. Reform attempts to borrow the methods of other sectoral disciplines in administrative and legal relations have shown, in many ways, their inconsistency, they could not become effective tools for maintaining order of governance, moreover, led to the imbalance of many previously stable public institutions, endangered state security and welfare of citizens. Sustainable understanding of a methodological model of administrative and legal influence for over 25 years has, in fact, led to a halt in research and the transition to the development of practical methods of interaction between representatives of the executive branch and other persons. However, the metamorphoses of government represent a much broader scheme and subject area of research, namely administrative policy (including strategic planning), its linkage directly with the administrative and legal impact and subsequent implementation by government regulation.
