Abstract: 

The article raises the traditional issue of criteria for establishing administrative liability. It’s mentioned that a codification of the administrative legislation has resulted in a formal collection of norms that have neither a general idea nor clear affiliation with the branch of law. The author proposes to remove the unnecessary and ridiculous rules on administrative sanctioning, and outlines a potential unification of administrative offences. It seems possible because these acts destabilize the activities of public administration and relate to noncompliance with the status and order obligations arising from administrative legal acts.
