Abstract: 

Powers of bodies of the constitutional justice in Russia and abroad concerning the constitutional control concerning laws on amendments the constitution and certificates of revision of the constitution are analyzed. Disputable positions of the theory and practice of the constitutional justice are revealed. Offers on legislation and judiciary practice change are discussed.
