On the example of the tragedy took place on September 1, 2004 in Beslan the author shows that it is inadmissible to apply international humanitarian law to terroristic acts and anti-terrorist operations since the terrorist acts can’t be treated as war crimes. He concludes that terroristic offences and, as a consequence, anti-terroristic operations are governed by international human rights law.
