ON THE APPLICATION OF INTERNATIONAL HUMANITARIAN LAW TO TERRORIST ACTS AND ANTI-TERRORISTIC OPERATIONS

On the example of the tragedy took place on September 1, 2004 in Beslan the author shows that it is inadmissible to apply international humanitarian law to terroristic acts and anti-terrorist operations since the terrorist acts can’t be treated as war crimes. He concludes that terroristic offences and, as a consequence, anti-terroristic operations are governed by international human rights law.
