The author considers the relationship between anti-terrorist operations and international humanitarian law. He analyzes the existent definitions of terrorism and anti-terrorist operations. There is a critical evaluation of problematic issues of antiterrorist operations in Ukraine and Syria. The author tries to determine the legal status of terrorists within international humanitarian law by extending a special legal regime to them.
