The author analyzes the criteria for legal progress, the main stages of socio-legal development highlighted by I. Kant and G. W. F. Hegel. He reviews their ideas about the sources of development of society, human inclinations contributing to or impeding legal progress as well as a perfect legal order of society. The author points out strengths and weaknesses of both philosophical concepts.
