PROBLEMATIC ISSUES OF THE RUSSIAN PROSECUTOR’S OFFICE SUPERVISION OVER THE LEGALITY OF NORMATIVE LEGAL ACTS OF BODIES OF EXECUTIVE POWER

The article is devoted to difficult issues arising in the implementation of public prosecutor’s supervision over the legality of legal acts of the executive power. The methodological and legal basis of public prosecutor’s supervision over the legality of «quasinormative» administrative-legal acts are examined. The author attempts to consider systematically the phenomenon of administrative rule-making in relation to the Russian prosecutor’s office activity directed to ensure the legality of legal acts of the executive power.
