REFORM OF THE MIA: POLICE OR MILITIA?

A panel discussion on the federal Law on the Police was lead in the Urals Institute of Economics, Management and Law on 10 September, 2010. The Law aroused a heating discussion among the participants of the panel. The suggested article is to some extent a concentrated summary and a continuation of the discussion.
