MIGRANT WORKERS IN MODERN RUSSIA: SOME PROBLEMS AND WAYS OF THEIR SOLUTION

The author argues that large flows of illegal migration in Russia are a growing threat to national interests and public safety. He notes that, because of this, different kinds of offences are committed in the country; there are an underground criminal services market for migrant workers and a proliferation of various illegal forms of exploitation and abuse of migrants. Economic, legal and international political causes of irregular migration in the Russian Federation are highlighted and described in detail. The current system of registration and accounting of migrants and its lacunae, gaps and inconsistencies are reviewed, new forms and ways of solution of the migrant workers' problems are proposed.
