ON SPECIALIZED OMBUDSMEN AND THE CRITERIA FOR THEIR SPECIALIZATION

The article defines the constitutional grounds for specialized ombudsmen’s activities in Russia and focuses on the establishment of this institution abroad. Taking into account the international and constitutional legal framework and foreign legal practices, the author analyzes different criteria for the ombudsmen specialization, i. e. a criterion of «vulnerable people», criterion of «economic rights protection», etc.
