The article discusses the regulatory and practical aspects of the transfer of lands from one category to another. The authors pay particular attention to the legal regime of specially protected natural areas, such as natural parks, and raise the question of what categories of lands could be included into natural parks. They conclude that the legislature allows various modes of the land use for natural parks, however, it may be subject to a number of restrictions.
