The article is devoted to the actualization in legal science of the issue of attributing strategic planning documents to sources of information law. The authors conclude that, given the lag between current legislation and the development of the information sphere, strategic planning documents not only form a system of goal-setting and planning of interrelated activities, but also form the basis for the legalization and conceptualization of new legal phenomena (digital profile, artificial intelligence, digital platform, digital public administration) and contribute to the formation of a regulatory environment for only the emerging information relations regarding digital objects of law. The article analyzes the legal nature of strategic planning documents. It is proved that strategic planning documents, although they do not represent a form of expression of traditional legal norms, but at the same time have key features that allow them to be attributed to sources of information law. The authors propose the inclusion of strategic planning documents in a unified system of sources of information law, which contributes to ensuring legal certainty, the sustainability of the digital environment and the protection of the rights of subjects of information relations in an environment where proactive strategic planning is becoming the main factor of legal development in the digital age.
