The article provides a brief overview of the content options for the category «interaction» and its development within the framework of legal relations between state authorities and local governments over the period of modern Russian history, starting in 1990 in foreign and domestic legal doctrine. The author emphasizes the fact that the history of the development of relations between the levels of government and local self-government in the person of its bodies over the past 35 years has «absorbed» all the models of interaction known to the legal doctrine between state bodies and municipalities. The author believes that, having failed to fully realize the «potential» of each of the models after the entry into force of Federal Law № 33-FZ dated 20 March 2025 «On General Principles of Organizing Local Self-Government in a Unified System of Public Authority», the Russian state and society are increasingly approaching the restoration of the «Soviet model» of relations between levels of public authority, which undoubtedly, this indicates a decrease in the level of independence of municipal authorities and the controversial provisions of the Constitution of the Russian Federation on the consideration of local self-government as one of the forms of democracy.
