Abstract:

The purpose of the work is to analyze the trends in the development of the digital notary in Russia. This article examines the experience of Russia and foreign countries in the field of remote notarization of transactions. The author comes to the conclusion that it is fundamentally possible to introduce a remote method of certifying transactions without the need for personal presence in a notary office, taking into account the experience of Latvia, Estonia, Germany and the USA, which will minimize time and money costs, since currently in Russia with this method of certifying a transaction, it is necessary to pay for the services of both notaries. At the same time, the remote way of certifying transactions should be only an additional (optional) opportunity, and not an obligation of citizens. Along with this, the possibility of introducing blockchain technology into notary activities is being considered. The author highlights both positive and negative aspects of the introduction of the blockchain system into the activities of the Russian notary. Based on the results of the analysis of advantages and disadvantages, it was concluded that blockchain technology can be integrated into the daily work of notaries, provided that the same level of legal services provided to citizens is maintained and a specific list of transactions is determined.
