Abstract: 

After Russia’s withdrawal from the Council of Europe and European Court of Human Rights Russia has faced some new challenges, including to ensure guarantees of citizens’ rights to legal remedy and access to international mechanisms of human rights protection and conversion of Russia’s experience from the regional human rights protection institutions into new regional initiatives beyond Europe. Among the potentialities – the Shanghai Organization of Cooperation where the human rights protection mechanism might be settled. The China’s participation increases drastically the prospects of the initiative. The authors of the article draw on the perspectives, advantages and risks of such a scenario. Despite competence’s rigidity of the SCO and its focus on particular security issues the organization could profit from the development of human rights dimension therein as the member-states would do. At the same time the structural and political limits of the SCO will inevitably impact the potential of the new mechanism
