Abstract: 

The article discusses the specifics of the final phase of preliminary investigation in abbreviated inquiry. During the analysis of the prosecutorial supervision features and departmental control at this stage the author identifies problems in ensuring and protecting the rights and freedoms of participants in criminal proceedings. The author suggests possible changes to the Criminal Procedure Code of the Russian Federation on the basis of domestic and foreign legislation, as well as scientific points of view of scientists, in order to improve departmental control and prosecutorial supervision and increase the level of protection and ensuring the participants in criminal proceedings constitutional rights.
