Abstract: 

The article examines the phenomenon of constitutional terminology in relation to the field of social protection. An attempt is made to consider constitutional terminology as a type of legal terminology and the basis for the development of sectoral terminology in law. From this point of view, the constitutional terms «social protection», «social security» and «targeted social support» are analyzed. Identification of their content and correlation requires an analysis of the relevant norms of the Constitution of the Russian Federation, as well as the provisions of legislation on social protection and the legal positions of the Constitutional Court of the Russian Federation. Among the basic terms for the field of social security law, the term «social protection» occupies a special place. Based on the constitutional principle of the welfare state, the sphere it designates covers social relations related to the prevention of the occurrence and compensation of the adverse consequences of social risks. The state assumes the responsibility to create conditions that ensure a decent life and free development of citizens. Fulfillment of this obligation involves the establishment of a social protection system aimed at overcoming various social risks. The structure of this system includes social security, which requires determining the relationship between these concepts. One of the forms of social security is social support, the evolution of which is analyzed by the authors with an emphasis on the current constitutional trend in the development of its targeting. The conclusion is substantiated that the named constitutional terms form a terminological series, and their content covers in unity and interconnection both basic constitutional and sectoral aspects.
