FINANCIAL AND LEGAL REGULATION OF FORMATION AND USE OF THE RESERVE FUND OF THE PRESIDENT OF THE RUSSIAN FEDERATION

The article addresses formation and use of the reserve fund of the President of the Russian Federation. Based on the analysis of the acts of the President of the Russian Federation, the specific goals which budgetary appropriations from the specified fund to be allocated to are determined. The formation of such reserve fund as that of the President of the Russian Federation as a part of the federal budget is justified by the urgency for operational decisions made by the President and their financing. Financial resources are appropriated for meeting challenges of a social nature, the budget balancing, and other tasks of mostly contingent and extraordinary nature.
