THE ARAL SEA: A GLOBAL SOLUTION TO A REGIONAL PROBLEM

The article is devoted to the analysis of four theories about the reasons for an ecological disaster in the Aral Sea Basin: uncontrolled irrigation, natural life cycles of the Aral Sea, water overflow from the Aral Sea to the Caspian Sea through karst cavities, and global warming. The author concludes that it is necessary to assess these factors as a whole and take into account the factor of global warming to finance the Aral Sea restoration through international financial and legal mechanisms designed to combat climate change. Institutional and legal frameworks for solving the Aral Sea problem are considered. There are recommendations for the Central Asian states that would help them to make this problem part of the global climate agenda.
