POLITICAL AND LEGAL MECHANISMS FOR ENSURING THE UNITY OF LEGALITY AND THE LEGISLATION SYSTEM OF THE SOVIET FEDERAL STATE IN 1917–1922

The article focuses on the problems of changing the state and law after the revolution. One of these problems is a rejection of previous legalizations and a transition to a new system of legislation, which exacerbates the problem of ensuring the unity of legality and the system of laws as a means of broadcasting regulatory prescriptions from central to peripheral bodies of state power, management, courts and citizens. This issue is especially relevant in the formation of a federal state when two levels of legalizations appear – the national one and the level of subjects of the federation. The authors show the influence of ideological and political factors on the formation of Soviet law and legislation and consider the processes of ensuring the unity of the legality and the system of legislation.
