LEGAL REGIME OF LANDS OF SPECIALLY PROTECTED NATURE AREAS IN THE ARCTIC ZONE OF RUSSIA

One of the mechanisms for ensuring a favourable environment is the creation of a network of specially protected natural areas (SPNA). In the Arctic zone of Russia, the creation and operation of SPNA are regulated by federal legislation and legislation of the subjects of the Russian Federation. Amendments to the legislation on SPNA, allowing, in particular, the inclusion of settlements in SPNA, excessive support for tourism, sports, recreation of the population on the territory of certain categories of SPNA and, as a result, building of capital construction facilities on them lead to the destruction of the reserve management system. The article proposes to revise the state policy approaches to the land protection of SPNA, to consolidate at the legislative level the grounds and procedure for changing the boundaries of SPNA in terms of increasing their territory, and to supplement the Development Strategy of the Arctic zone of Russia with provisions on expanding the network of SPNA to 30 % of its territory.
