PROBLEMS OF LEGAL REGULATION OF ENVIRONMENTAL RELATIONS IN THE CONSTITUENT ENTITIES OF THE RUSSIAN FEDERATION

The deteriorating state of the environment in the Russian Federation is largely a consequence of the ineffectiveness of the norms of the current regional environmental legislation. Foreign experience shows that the greatest success in environmental protection has been achieved in states where this activity is based on the principle of environmental federalism. On the example of a number of constituent entities of the Russian Federation, the features of the legal regulation of environmental relations are considered with an emphasis on the differences in the system-forming environmental laws. It is shown that the laws on environmental protection of the constituent entities of the Federation are focused primarily on the distribution of powers of various authorities in the environmental sphere. Insufficient attention is paid to the issues of ensuring environmental safety and the regulation of environmental activities of business entities. The quality of regional environmental laws is apparently the result of insufficient attention of the academic community to the problems of lawmaking in the field of ecology at the level of the constituent entity of the Federation. As one of the ways to solve the problem, it is proposed to increase the geographic diversity of training centres for highly qualified specialists in the field of environmental law.
