The article examines the ideas about social and legal progress of the outstanding Russian pre-revolutionary jurists P. I. Novgorodtsev and I. A. Pokrovsky. The author analyses the legal ideals, general and particular criteria for legal progress articulated by them, as well as their understanding of the prospects for the social and legal development of mankind. The advantages and disadvantages of their theories of legal progress are also revealed.
