Abstract: 

The authors reflect on the prospects of reforming the administrative-tort legislation. It is emphasized that the conceptual issues of administrative-tort law should be solved before the adoption of a new Code of Administrative Offenses (Administrative Responsibility) of the Russian Federation; otherwise, the current problems of the administrative-tort legislation, in particular its great variability, will not disappear. The authors conclude that it is necessary to combat actively the prevailing practice of introducing numerous unsystematic changes to the Code of Administrative Offenses of the Russian Federation.
