The article is devoted to the first Constitution of the Soviet state – the RSFSR Constitution of 1918. The problems that arose during the development of the Constitution are highlighted. The author analyzes in detail the Constitution rules concerning the relations between Soviet authorities and the Church, the status of intellectuals in Soviet Russia, and peculiarities of the election system. It is mentioned that, in the first Constitution, the rights and duties of Soviet citizens were not developed well.
