The article is devoted to the problem of formation and development of judicial rule-making in international law. The development of the idea of international judicial rule-making and its current state are investigated based on the analysis of the main sources of international and European law, the jurisprudence of a number of international judicial institutions, the works of domestic and foreign scientists, and analytical documents.
