A SPECIAL ADMINISTRATIVE COMPLAINT IN THE SPHERE OF PUBLIC PROCUREMENT: ON THE DEVELOPMENT OF A NEW QUASI-JUDICIAL PROCESS

The article is devoted to the institution of a special administrative complaint of the participants in procurement of goods, works, and services for state and municipal needs. The author attempts to identify key attributes of the complaint in the sphere of public procurement on the basis of the analysis of laws, doctrine, and judicial and administrative practice, and reveals some objective prerequisites for the formation of quasi-judicial proceedings on a complaint designed to achieve the balance between private and public interests.
