The article considers a model of decentralization of public administration in Europe. The causes and consequences of the decentralization process are highlighted. Special attention is paid to the financial autonomy of local and regional authorities. The author analyzes the main mechanisms of the distribution of powers between the state and subnational governments in the federal and unitary European states.
