ATTRIBUTION OF CONDUCT TO THE STATE AS A CONDITION FOR INTERNATIONAL RESPONSIBILITY: THE NORMATIVE GROUNDING AND THE INTERNATIONAL PRACTICE DEVELOPMENT

The most important condition for occurrence of the international responsibility of the state is the possibility to attribute to it internationally wrongful conduct. The author wants to know when the illegal behaviour, consisting of any actions and omissions, could be considered the behaviour of the state. She investigates the impact of international judicial and arbitral practices on creating special rules of attribution of illegal behaviour to the state, as well as some trends of its development.
