THE SALARY (THE OFFICIAL SALARY) OF A MEDICAL WORKER OF A HEALTHCARE ORGANIZATION OF THE PUBLIC SECTOR AS AN OBJECT OF LEGAL REGULATION

Abstract: 

The article considers what a salary (an official salary) of health workers of the national and municipal healthcare institutions consists of by analyzing laws of the RF, certain constituent entities of the RF and municipal formations. The author critically evaluates including into the healthcare worker’s salary (the official salary) variable elements (for example, the calculated value in the Leningrad region, multiplying factors in Saint-Petersburg). It is substantiated that the coefficient of specificity of work is actually the compensatory payment, and the factor of length of employment and the qualification’s factor are the incentive  payments. The author claims that it is necessary to adjust medical workers’ salary on grounds of the personal qualification groups. It is mentioned that the increasing payment coefficients are classified as the incentive payments and should not be included in the salary (the official salary) of a health worker of an organization of the public sector. However, they should not be taken into account while calculating other incentive and compensatory payments. The author concludes that the legislation of certain constituent entities of the RF and municipal formations should be aligned with laws of the Russian Federation, and it is necessary to consider provisions of the unified recommendations relating to the system of payment for labour of workers of the national and municipal institutions at federal, regional and local levels.
