Abstract: 

The Memorandum on Security Assurances is studied in connection with the Ukraine’s accession to the Treaty on the Non-Proliferation of Nuclear Weapons. The author identifies key signs of the document indicating that this memorandum is a source of international law. On the basis of the Russian legislation it is concluded that this international treaty didn’t lead to any legal implications for the Russian Federation. Statements concerning the fulfilment of the obligations stipulated by the Budapest Memorandum are criticized.
