Abstract: 

The article deals with the problem of a direct effect of the ILO conventions in the field of national relations in Russia. A brief description of the concept of direct effect is given. In order to determine its applicability to the provisions of the ILO conventions, the author analyses the positions of the permanent ILO supervisory bodies on the issue of insufficient ratification of the ILO convention for their effective action in the sphere of national relations. In order to determine the form of action of the ILO conventions in Russia, the author considers the acts of law enforcement practice of the Russian Federation, in which the ILO conventions were used in one form or another. He concludes that the ILO conventions have an indirect regulatory effect in the Russian Federation.
