Abstract: 

The author focuses on the Alekseev’s classic statement: a state power is «relations of domination and subordination, in which the will and actions of one group of persons (who are at power) prevail over the will and actions of others (who are under control)». Nowadays there are still two unresolved issues in Russia (in terms of Alekseev’s observations on law and power): authorities complain about citizens while citizens complain about authorities. However, the vast majority of citizens know nothing about their rights that haven’t taken root in their minds yet.
